BCE und BDI wollen Kohleabgabe mit Alternativen verhindern.
Durch die Stilllegung von alten Kohlekraftwerken ließen sich am einfachsten jene 22 Millionen Tonnen Kohlendioxid einsparen, die für den Klimaschutz benötigt werden. Gabriel plant deshalb, die Kraftwerke mit einer Art Strafabgabe zu belegen, so dass ihr Betrieb unwirtschaftlich wird. Das träfe vor allem die klassischen Stromkonzerne RWE, Vattenfall und die Mitteldeutsche Braunkohlengesellschaft Mibrag.
